I performed approved mystery shopping services for Elite CSX. They promised to reimburse me for required purchases, but I have not received any reimbursement. My attempts to contact them have been ignored. This appears to be a recurring issue affecting many other independent contractors.

3. Report to Law Enforcement

Elite CSX has knowingly and intentionally failed to pay for services performed, despite approving the work and promising reimbursement. This may constitute theft of services. This is a crime where someone benefits from services without paying for them. In addition, requiring you to make purchases with your own money and then refusing to reimburse you may be considered fraud or theft by deception.

You have the right to file a police report. Reports cannot be submitted online in most cases you’ll need to call or visit your local police department in person.

When filing, explain that you were hired as an independent contractor, completed services that were approved, and were never paid or reimbursed. Mention that you were promised reimbursement for purchases made out of pocket and that the company is ignoring communication. Mention "theft of services" and that the attoney general instructed us to file local police reports.

4. File a Small Claims Lawsuit

If Elite CSX has failed to pay you for services or reimbursements, you have the right to sue them in small claims court. You can file in Pasco County, Florida (where Elite CSX is based) or in the county where the mystery shop occurred.
